To this end, there is a Plan for the Recovery, Transformation and Resilience of the Economy that includes an item of more than 6 million euros for urban regeneration between 2021 and 2023, with the aim of reducing the environmental impact of the real estate sector.
What aid is available for home renovation?
The Recovery Plan aims to regulate aid for works to improve energy efficiency and sustainability in single-family homes and buildings of collective residence typology. Both homeowners’ associations, construction companies and owners and energy service companies can benefit. At the same time, it establishes that these grants for the renovation of buildings to improve their energy efficiency will not count as income in the taxable base of the income tax return. Five of the six subsidies included in the decree-law are intended for the rehabilitation of neighbourhoods, buildings and homes to improve their energy efficiency, provided that these activities have started since 1 February 2020. In addition, adaptation works and works to improve accessibility and sustainability will be subsidized. This includes the demolition and construction of new buildings with a minimum B energy rating and all those actions aimed at improving energy efficiency, such as improving the thermal envelope, the installation of new heating, cooling or generation systems. For this reason, it is very interesting to consider the comprehensive renovation to transform it into a passive house, since it also allows you to save up to 90% of energy costs. What requirements must be met to access the home renovation grant?
Among the requirements, the house to be renovated must be completed before 1996. In the case of buildings, at least 50% must constitute the habitual residence of their owners or tenants. Likewise, 70% of the built area must be used for residential housing. In climate zones D and E, the energy reduction should reach 35%; in climate zone C, 25%; and in the alpha, A and B climate zones, 20%. To do this, a certificate issued by the competent technician will be needed after the works have been carried out, referring to the one carried out before the start of the works. In order to meet these conditions, in addition, the modifications to the home must be carried out no later than December 31, 2022, the deadline for applying the deduction. The maximum amount of the subsidy will not exceed 40% of the eligible investment, in single-family homes it will be up to 12,000 euros and 24,000 in the case of a person with a disability.
In any case, it will be the Autonomous Communities that distribute the aid for housing renovation and the cities of Ceuta and Melilla. Those interested in applying for them should contact the corresponding ministries or housing departments. The aid may be used both to carry out specific works in buildings and to rehabilitate entire neighborhoods. Those areas where there is greater social exclusion will be able to access that 100% of the subsidy.
